On Benchmarks: Institutions and Violence in Iraq

چکیده

Since the invasion of Iraq in 2003, the United States has sought to encourage institutional developments in Iraq that would contribute to national reconciliation and mitigate sectarian and insurgent violence. In these reform efforts, including recent “benchmarks,” the Bush administration has drawn on power-sharing and federalist models. The purpose of these efforts is to overcome the political dilemmas associated with the relative shift in power among the Sunni, Shia and Kurdish communities, and to blunt the majoritarian features of the political system in particular. A review of the theoretical and empirical literature suggests that the record of these institutional reforms in mitigating violence and ending civil wars is not encouraging. A detailed history of institutional reform efforts in Iraq shows that proposed institutional reforms have not constituted an endogenous political equilibrium, have not been credible, or have had perverse consequences. These findings suggest the limits on institutional reform and the importance of alternative means of restraining violence. Comments welcome to [email protected] and [email protected].

The central reason is that the United States forfeited at the outset the critical asset of legitimacy ...

Religion and Politics: What Does God Have To Do with It?

Since 9/11, and even more so with the atrocities committed by ISIS in Iraq and Syria, violence in the name of God is predominantly perceived as a “different” kind of violence, which triggers more “absolute” and radical manifestations than its secular counter parts. In its first part, this article will challenge this so called exceptionalism of religious violence by questioning the neat divide b...

2008 / 02 Scale Invariance with Specific Application to IED Violence in Iraq 2003 - 2007

In this paper we explore whether violence in Iraq is gravitating towards a steady state level of violence observed in other civil wars, such as those in Colombia, Sri Lanka, Sierra Leone, among others. Using data from the Iraq Body Count for 2003-2007, we explore whether civilian casualties follow a power law distribution. We replicate previous analyses of civilian casualties and confirm that c...

Critical concerns in Iraq/Afghanistan war veteran-forensic interface: combat-related postdeployment criminal violence.

Identifying whether there is a nexus between Iraq and Afghanistan combat injuries and civilian violence on return from deployment is complicated by differences in reactions of individuals to combat exposure, the overlapping effects of traumatic brain injury (TBI) and posttraumatic stress disorder (PTSD), and the low base rate of civilian violence after combat exposure. Moreover, the overall pre...
